Swedish Chewing Tobacco: The Tobacco-Free Alternative From Sweden
Swedish chewing tobacco is a term that many people use for all oral tobacco products from Sweden. In Sweden itself, however, the classic product is not chewing tobacco but snus: finely ground, moist tobacco in small pouches that stay under the upper lip. Outside Sweden, the sale of snus is banned in the European Union. For this reason, some Swedish manufacturers sold similar pouches as "chewing tobacco" or "chewing bags" in other countries. What Is Swedish Chewing Tobacco?
Chewing tobacco consists of cut or pressed tobacco leaves. The user places a portion in the cheek and chews it actively. Only the chewing releases the nicotine and the flavour. Chewing tobacco produces a lot of saliva, and users usually spit it out. In Sweden, chewing tobacco has always been a small niche product.
The Swedish tradition is snus. Snus consists of finely ground tobacco that is heated during production (pasteurised) and mixed with water, salt and flavourings. The user does not chew snus. The pouch stays under the upper lip for about 30 to 60 minutes, and the nicotine enters the body through the mucous membrane in the mouth. Swedish Chewing Tobacco and the EU Rules
The EU Tobacco Products Directive (2014/40/EU) bans the sale of "tobacco for oral use" in all EU member states. Sweden has an exception, which the country negotiated when it joined the EU in 1995. For this reason, snus is legal in Sweden but not in other EU countries. Chewing tobacco is a separate category and is not covered by this ban.
Some manufacturers therefore sold portion pouches outside Sweden under the name "chewing tobacco" or "chewing bags". In 2018, the Court of Justice of the European Union decided on such products (case C-425/17). According to the Court, a product counts as chewing tobacco only if it is actually consumed by chewing. A pouch that releases its nicotine when a person simply places it in the mouth counts as tobacco for oral use and is therefore banned outside Sweden. Since this decision, authorities in several countries have taken such chewing bags off the market. The situation differs from country to country and can change.
The Tobacco-Free Alternative From Sweden: Nicotine Pouches
Nicotine pouches were developed in Sweden as a tobacco-free version of snus. They contain plant fibres, nicotine, water, flavourings and salts, but no tobacco leaves. Many of the best-known brands have Swedish roots:

How Swedish Chewing Tobacco and Pouches Compare in Strength
The nicotine content of chewing tobacco and snus depends on the product. Classic Swedish snus contains about 8 mg of nicotine per gram. Nicotine pouches state the nicotine content per pouch, usually between 2 and 20 mg, and some extra-strong products contain more. The body absorbs only part of this amount.
