France used to be a grey area for oral nicotine. It is not one any more. Since Decree 2025-898 of 5 September 2025, France prohibits oral nicotine products — and unusually for a European tobacco-control measure, the prohibition is not limited to sellers. This article explains what is banned, what the courts have and have not suspended, and what it means if you are travelling to France.
In short: neither tobacco snus nor tobacco-free nicotine pouches may lawfully be sold in France, and we do not deliver there.
Tobacco snus: banned since 1992
Traditional Swedish snus contains tobacco and falls under the EU Tobacco Products Directive, which has prohibited the sale of oral tobacco in the member states since 1992. Sweden negotiated an exemption when it joined in 1995 and is the only EU country where snus may be sold. France has no such exemption.
So tobacco snus is not available in a bureau de tabac, a supermarket, a petrol station or any French online shop. Anyone offering to ship tobacco snus from within France is operating illegally. Norway, outside the EU, regulates it more liberally, which is why so many of the well-known brands are Scandinavian — but that has no bearing on what may be sold in France.
Nicotine pouches: banned by Decree 2025-898
Until 2025, tobacco-free nicotine pouches sat outside the Tobacco Products Directive because they contain no tobacco leaf, and France had not regulated them separately. That gap is closed.
Decree 2025-898, published in the Journal officiel on 5 September 2025, prohibits oral nicotine products that are not tobacco. What makes it unusual is its reach: it covers not only sale, import and manufacture, but also personal possession and use. Very few European tobacco-control measures go that far. Cigarettes, smokeless tobacco, vapes and licensed nicotine-replacement therapies from a pharmacy are outside its scope.
What the Conseil d'État suspended — and what it did not
On 22 December 2025 the Conseil d'État suspended part of the decree, and this is where most of the confusion online comes from. The suspension covers only the ban on manufacture, production and export, on the grounds that manufacturers were not given enough time to reorganise. The French health ministry stated plainly that the decision does not call into question the ban on commercialisation and possession.
In other words: the part of the decree that matters to a consumer — you may not buy, hold or use nicotine pouches in France — was never suspended. A final ruling on the decree as a whole was expected from the Conseil d'État in 2026.
Can you buy nicotine pouches in France?
No. Not in a shop, and not lawfully from an online seller either. If you find a webshop that offers to deliver nicotine pouches to a French address, that offer conflicts with French law regardless of where the shop is based, and the person receiving the parcel is the one importing a prohibited product.

Travelling to France
This is the practical question for most readers, and the answer changed with the decree. Because the prohibition extends to possession and use, carrying nicotine pouches into France for your own consumption is no longer the safe grey area it was before 2026. The sensible advice is simple: leave them at home.
The same applies whether you arrive by car from Germany, Austria or Switzerland, or by air. If you are flying, the rules about what may travel in hand luggage are a separate question — we cover that in taking snus on a plane — but no airline rule overrides the law of the country you land in.
Where the rules are different
France is one of the strictest positions in Europe, not the norm. Sweden, Ireland, Spain, Romania, Czechia and a small number of other markets currently permit the sale of nicotine pouches, each on its own terms and its own nicotine limits, while roughly ten more allow shop sales but prohibit ordering from abroad.
