Why is Sweden allowed to sell snus, but the rest of the EU is not?

Sweden negotiated an exemption when it joined the EU in 1995 and secured the right to continue selling snus legally. This was no small matter, but a genuine political condition. Clear rules apply within Sweden. Snus may only be sold to persons aged 18 and over. Age verification is taken seriously in retail.
