Where can you buy snus? In Germany the short answer is: almost never in a shop around the corner, and almost always online. Classic tobacco snus may not be sold anywhere in Germany, and the tobacco-free nicotine pouches that most people mean when they search for "snus" are rarely stocked by petrol stations or kiosks. Specialist online shops ship them from warehouses inside the EU within a few working days. This article explains why the local search usually comes up empty, what you can realistically expect at a petrol station, how ordering online works and what to check before you buy.
Why you rarely find snus in shops near you
Two different products hide behind the word snus. Traditional Swedish snus contains tobacco. Its sale is banned in every EU country except Sweden under the Tobacco Products Directive 2014/40/EU, and Germany implemented that ban in section 11 of the Tobacco Products Act (TabakerzG). No German shop, petrol station or kiosk may sell it. Owning a can for personal use is not punishable, but there is no legal point of sale inside the country.
Nicotine pouches are the second product. They contain no tobacco, only nicotine, plant fibre and flavouring, and they are what brands like ZYN, VELO, Pablo and Loop produce today. Their legal classification in Germany is still unsettled: authorities have treated them as food rather than as tobacco products, which has kept most German retailers away from the category. The detailed article on the legal situation in Germany explains the background, and the TPD3 overview shows what the EU is planning to change by 2028.
The practical result: when you search for snus near you, Google shows tobacco shops and petrol stations that usually do not carry the product at all.
Snus at petrol stations and kiosks: what to expect
Some kiosks, shisha shops and petrol stations do sell nicotine pouches, mostly in larger cities. If you find one, expect the following:
- A small range. Usually one or two brands, a handful of flavours and often only one strength. Nicotine-free or caffeine pouches are the exception.
- Higher prices per can. Walk-in retail adds margin and offers no quantity discount.
- No reliable availability. A shop that had cans last month may have stopped selling them, because retailers react to local inspections.
- An age check. Serious retailers sell nicotine pouches only to adults.
For a quick purchase of a known brand this can work. For choosing between strengths, formats and flavours it does not, and that is where online shops take over.
Buying snus online: how it works
Online shops are the standard route for nicotine pouches in Germany, Austria and most of the EU. At Snus Shop the process looks like this:
- Choose by brand or strength. The overview of all snus brands lists around 60 brands from A to Z. If you do not know a brand yet, filter by strength instead: light, medium, strong, extra strong or the strongest snus.
- Check the mg figure. Every product page shows the nicotine content per pouch and per gram, the pouch format and the number of pouches per can. The snus guide for beginners explains how to read these numbers.
- Confirm your age. Orders are accepted from adults aged 18 and over only.
- Delivery from the EU. All orders ship from a fulfilment centre inside the European Union. Orders placed before 4 pm CET on a working day are processed the same day. Delivery inside the EU takes 2 to 7 working days depending on the country. Shipping is free from 60 euros, below that it costs 7 euros.
Because the goods move inside the EU single market, there is no customs procedure. You remain responsible for checking that purchase and possession are permitted where you live; the shipping policy in the footer sets out the details.
Buying snus nearby in Berlin, Hamburg or Munich
The situation is the same in every German city. There are no specialist snus stores with a legal licence, and the few kiosks that stock pouches change often. The fastest reliable way to buy snus in Berlin, Hamburg, Munich, Cologne or Frankfurt is therefore an online order with delivery to your door or to a parcel shop. Large cities are usually at the short end of the delivery window because parcel hubs are close.
If you travel to Sweden or Norway, you may bring small quantities of snus back for personal use. Within the EU, German customs generally tolerate up to 1 kilogram for personal consumption. From non-EU countries stricter import rules apply and goods can be seized.
What to check before you buy snus
Whether you order online or find a can locally, four details decide whether the purchase fits you:
- Nicotine per pouch, not per gram. A 16 mg per gram pouch of 0.5 grams contains 8 mg; the same figure in a 1 gram pouch contains 16 mg. The mg per pouch value is the one that matters.
- Format. Mini and slim pouches are discreet and release nicotine more slowly, standard pouches feel stronger at the same figure.
- With or without nicotine. If you want the format without the substance, look for cans marked 0 mg in the snus without nicotine collection. Caffeine pouches are a separate category again.
- Price per can. Online shops show the price per can and give discounts from 5 or 10 cans of the same product, which is where the real saving against retail comes from.
Where to buy snus: the summary
Tobacco snus cannot be bought legally anywhere in Germany. Nicotine pouches are rarely available in shops nearby, and if they are, the choice is small and the price is high. Ordering online from an EU shop gives you the full range of brands and strengths, an age check, EU shipping without customs and delivery within a few working days. Start with the nicotine pouches collection or the brand overview, and read the beginners guide if you have never used a pouch before.
