Why is Sweden allowed to sell snus when the rest of the EU is not?

Sweden negotiated an exception when joining the EU in 1995 and secured the right to continue selling snus legally. This was no small matter, but a real political condition. The Swedish government simply would not have signed the accession without getting this clause.

The EU ban is based on a directive from the 1990s that classified oral tobacco as harmful across the board. Sweden successfully argued at the time that snus had been established in its population for generations and that a ban would amount to cultural interference.

Clear rules apply within Sweden. Snus may only be sold to persons aged 18 and over. Age verification is taken seriously in retail.
