And so you're on the safe side when it comes to snus in France, we'll clarify here what exactly is allowed and what isn't. There are a few crucial differences.
In short: Snus containing tobacco may not be sold in France. Nicotine pouches are legally classified differently.
Is snus legal in France?
At first glance, the question sounds simple. But the answer isn't quite, because you have to distinguish between sale, possession and use. Tobacco snus may officially not be sold in France. This applies equally to supermarkets, tobacco shops and online shops based in France. The basis is the EU Tobacco Products Directive (TPD), which applies in France as in almost all EU states.
Possession and consumption for personal use, on the other hand, are not explicitly prohibited. So you won't be prosecuted if you carry snus in your jacket pocket and use it. The ban is directed against trade, not against you privately.
Why does this ban exist at all?
The EU tobacco directive has banned tobacco snus since 1992 in almost all member states. Exceptions exist only for Sweden, which negotiated permission when it joined the EU in 1995. The ban was originally justified by health concerns and the goal of restricting the distribution of oral tobacco in Europe.
Sweden has a special arrangement to this day and may legally sell snus. All other EU countries, including France, may not.
Norway is not an EU member and also has a more liberal regulation. Snus is legally available there, which is why many of the best-known brands come from Scandinavia. The rest of Europe sticks to the strict directive.
What does this mean in practice for France?
No tobacco snus in stores, no legal mail-order trade from France. Anyone who still wants to use tobacco snus depends on taking it from abroad or grey import channels. Both have their own risks. For many, therefore, switching to nicotine pouches is the easier solution.
Snus vs. nicotine pouches: The crucial difference
Many use "snus" as an umbrella term for all pouch products that you carry in your mouth. This leads to confusion because tobacco snus and nicotine pouches are treated completely differently legally. What snus exactly is, we explain separately.
- Tobacco snus contains tobacco and falls under the EU Tobacco Products Directive. Sale in France: prohibited.

Using snus in everyday life
Use in everyday life is not prohibited. You can use snus or nicotine pouches in France without anyone being able to prosecute you for it. Socially it hardly stands out because the products are hardly known in France. Snus is simply not a mass product there like in Scandinavia or meanwhile also in Germany.
